Vis. elements order (z-axis)

Hello,

I have some problems with visualization when I want to place one image on another (or button on button). I can't choose which image will be in front and which will be in the background. As I noticed, usually smaller image hides below larger. How this z-axis priority is made?
Tried to solve this with CSS z-index but it didn't work.

Order for elements of the same type is not defined, you can set it via CSS though:
