I have problem, I think it's a bug. When I add widget on layout page, widget shows at botom of page, instead of top. CSS isn't my strength, but adding z-index doesn't work. Maybe you can give me some other solution, that adding this widget to all my pages?

Looks like a bug, we will fix that in next release. You can't fix that with CSS
