hello,
I have two SL each connected to IP routers and has there own multicast address.
so how to control objects in different multicast network address?

If you use different multicast then they will not see each other on KNX. You can ether use same multicast and then implement filter table accordingly or use different protocol like modbus, bacnet, web services or MQTT.
