If your object names contain some language-specific symbols and are not displayed correctly after import in LM, please use this tool for converting the file in Unicode:

Great work! I've successfully imported my KNX Group Addresses with correct codepage (Latin 1252 for Norwegian GA's containing Æ, Ø and Å).

Another approach to convert the esf file that contains country-specific symbols.

Opening the esf file in Notepad in Windows.
"Save as" with UTF-8 encoding.

At least it worked for me.
