Best way to Control Ceiling Fan ?

Hi, but the fan coil is essentially made for HVAC systems right ? Can it be made to control blower ceiling fans ?

I came across this actuator from ABB which is for fans only:

I guess it would be cost effective if it would have worked with a phase dimmer though.
