My device after power off is not booting blinking/flashing green diode. I made video:

it could be SD card problem. try to reflash it, but you need Schneiders Firmware

Can somebody share microSD image for Wiser 4 KNX HW3.2 to load it via USB Image Tool?

When i go to 192.168.0.10 i get
404 Not Found
