See if you can ping Modbus device IP address from System config > Status > Network utilities.

LM:                   192.168.1.3, 255.255.255.0, 192.168.1.1
Modbus device : 192.168.1.4, 255.255.255.0, 192.168.1.1

Same subnet. Both devices are reachable from my PC, and ping works 100%.

How are both devices connected? Switch or router? Maybe there is a firewall or port isolation is enabled.
