You are installing wrong packages. You can check your CPU type in System config > Upgrade firmware:

If it says (i.MX6) then you need these packages: https://dl.openrb.com/lm-21-imx6/pkg/
Otherwise use these: https://dl.openrb.com/lm-21-mxs/pkg/
