Change the value of Modbus register with KNX Group address

hello Guys. 

I have been facing a problem with changing the value from modbus .controlling set point temperatures through group address 1/1/1
I can read, and write the value, 
However, when I send for example 1    the output on the AC thermostat is 16, 2 the output is 17 ..... 
I found that from modbus side from 1-17 and from knx 16-32 

any help for the script ???

If you're using json file I think that you can do it with this: 
"value_base" : 15
